Sportfishing Licences

A sub-committee of the Fisheries Roundtable group has asked for feedback on some proposed changes to Alberta's sportfishing licensing. Before sending a response I'd appreciate any comments you'd like to offer, with particular attention to #3 below. I need to respond by Jan 24th so please let me know what you think and I'll incorporate your views in my reply. Thanks

 

 

Licensing Recommendations from the Sportfishing Licence Review Committee Oct 2012

Recommendation #1:

 

The Sportfishing Licence Review Committee to recommend a 3-day Resident licence, pending the outcome of initial market research and inter-jurisdictional comparisons.

 

Recommendation #2:

 

To have a web address on licences, websites, and regulations directing individuals to a website, ACA for example, where donations can be made to specific fisheries programs. SRD and ACA could arrange annually to have a select number of programs that they would like completed depending on donations. Fisheries Management Branch would then have a progress report of some sort available or sent out to individuals who donated to inform them of progress made.

 

Recommendation #3:

 

The Sportfishing Licence Review Committee to recommend a seniors licences be implemented at a cost of $15.00, excluding the cost of the WIN card. The licence would be required of all current and upcoming Alberta seniors.

 

Recommendation #4:

 

The Sportfishing Licence Review Committee to recommend a 3-day Non-Resident Canadian Licence at the cost of $26.00

 

Recommendation #5:

 

The Sportfishing Licence Review Committee to recommend an increase in cost to the Non-Resident Canadian Annual Licence. Current cost is $25.66, recommended cost is $51.32.

 

Recommendation #6:

 

The Sportfishing Licence Review Committee to recommend a decrease in cost to the Limited 1-day Non-Resident, Non-Canadian Licence. Current cost is $26.63, recommended cost $18.63 pending the outcome of negotiations for a new licensing provider. An annual WIN card may be possible for Non-Resident, Non-Canadians or the WIN card system may not be carried forwarded.

 

Recommendation #7:

 

The Sportfishing Licence Review Committee to recommend the Limited 5-day Non-Resident, Non-Canadian Licence be adjusted to 7-days. No cost adjustment recommended.

Here are my thoughts:

 

1. Everyone should have to buy a license, including seniors. And I R one. Charge less if everyone really thinks seniors need a break. Personally, I struggle with the concept that $26 to fish for a year is somehow prohibitive. Most of us spend more than that on gas for a typical day on the water.

 

2. Increase non-resident fees to bring them in line with what other provinces charge.

 

3. Do not fiddle with the options for 1 day and 5 day non-resident alien licenses or adding options other than annual licenses for Albertans or Canadians. Such moves will have one effect, which is to reduce total revenue from licenses (see item 5).

 

4. Consider making some waters Classified, as in BC. Possibilities would include The Crow and the Livingstone. Albertans would be able to buy an annual classifed waters license, others would pay by the day, just like in BC. This would generate a ton of money (see item 5).

 

5. Most important of all, would be to find a way to use increased revenue from licenses to fund increased enforcement. I know that's never going to happen, given how governments like to throw all their revenue in one pot, and then spend it on their favourite boondoggles.

I totally agree withTerry.

It might be nice to give Seniior's a break on fees since they are usually on fixed incomes, but I'm not stuck on it 'cause I can afford it.

I think that kids should be licensed too. If you don't, how do you know how many anglers there are.

The bag limit should be restricted to just the limit of the licensed angler. No more of this "one license + 5 kids equals 6x the bag limit".

If you want to use your kids to keep more than the bag limit for one license, then buy more licences.

Maybe we should also consider an "out of province" guide fee.
